SAUDI ARABIA, November 12, 2019 – The Russian Federation, represented by Rosstandart, was admitted as an observer to the Standards and Metrology Institute for the Islamic Countries (SMIIC). The decision was taken within the General Assembly, which took place at the beginning of November in Mecca (Saudi Arabia).
The Standards and Metrology Institute for the Islamic Countries is under the auspices of the Organization of Islamic Cooperation (OIC). Only a member of the OIC, in which Russia is also an observer, can become a full member of the SMIIC. Thus, in becoming the SMIIC observer, Russia has reached the maximum possible level of participation in this organization for standardization that currently bringing together 37 Member States.
The purpose of the SMIIC is to facilitate harmonization of standards, ensuring unity in the field of metrology and testing, certification and accreditation in order to develop the economy, healthcare, environment, innovation promotion and safety insurance. Currently, the Islamic world is focused on creating a common international halal infrastructure. In Russia, as elsewhere in the world, there is a growing demand for such products and services. The annual global turnover of “halal” products exceeds $ 2 trillion, and in Russia it is calculated at billions of rubles. By 2025, experts estimate that its share in total produced products could reach at least 20 per cent.
At the same time, certification bodies, monitoring and control bodies, producers and consumers face the halal compliance issues during production of goods and services marked by the appropriate sign or name. Until recently, there were no regulatory documents taking into account the specificities of the halal goods production and the halal services provision in our country. It created the feasibility of joining forces of all halal industry participants in order to develop common standards.
“In Russia, the creation of a regulatory and technical base taking into account the specificities of the halal goods production and services is carried out by the Technical Committee for Standardization №.704 “Halal Products and Services”, which was formed by Rosstandart in 2017. The participation of Rosstandart in the Standards and Metrology Institute for the Islamic Countries as an observer will strengthen international cooperation in the field of standardization and certification for production development and the effective fight against the falsification of halal products on the market,” said Anton Shalaev, Deputy Head of Rosstandart.
