STAVROPOL REGION, July 1, 2019 - 55th meeting of the Euro-Asian Council for standardization, metrology and certification of the Commonwealth of Independent States (EASC) took place in Pyatigorsk on June 27-28, 2019. One of its main results – agreed Program of cooperation in the field of standardization with the Eurasian Economic Union (EEU).

Representatives of national standardization, metrology, conformity assessment and accreditation bodies of EASC members, CIS Executive committee members and Bureau for standards took part in the events within EASC meeting.

The Head of Rosstandart Alexey Abramov, the deputy Head of Rosstandart Boris Potemkin, the Head of metrology department of Rosstandart Dmitry Gogolev, acting director of STANDARTINFORM Vyacheslav Vitushkin, director of INTERSTANDART Vladimir Russ, CEO of the Stavropol regional center for standardization, metrology and testing Vitaly Korshak composed a part of the Russian delegation.

Representatives of International Electrotechnical Commission (IEC), British Standards Institution (BSI), standardization bodies of Austria, Bosnia and Herzegovina, Slovenia, Turkey as well as representatives of Euro-Asian cooperation of national metrological institutions (COOMET) and Eurasian Economic Commission (EEC) participated as observers.

Discussion of standardization, metrology, conformity assessment and accreditation matters during EASC events affected strategic directions of its development, activity of the Interstate Council working bodies and its participation in the elaboration of CIS economic development strategy until 2030. Participants noted the necessity of cooperation extension with international, regional and industrial standardization and metrology organizations. Council development also requires improvement of fundamental standards on interstate standardization.

A number of documents, in particular, the Protocol on cooperation between EASC and COOMET as well as EASC development vision for 2030, were signed. Approved on the EASC meeting, Cooperation program in the field of standardization between Council of the Heads of national standardization bodies of EEU countries and EASC is focused on formation of interaction rules during planning, developing, adoption and application of interstate standards, including for implementation of requirements of EEU technical regulations.

EEC Board member (Minister) in charge of technical regulation Victor Nazarenko noticed: «Creation of a modern base of interstate standards is always a relevant topic for the CIS countries. And today the EEU platform is obliged to be an engine of these activities for ensuring effective implementation of the Union technical regulations. It is important to pay attention not only to the standard development process but to strengthen monitoring of implementation of a program on interstate standards development and their further application both at the regional and national levels».

The Head of Rosstandart Alexey Abramov emphasized: «As many other regional organizations, today Interstate Council works in overcoming the arising challenges. We are faced by the task to make EASC work more dynamic by creating modern mechanisms of solving problems in the field of standardization, ensuring uniformity of measurements, certification and monitoring. But it is also important to keep and multiply personnel and experience base created for decades of work in EASC and upgrade documentation fund».

Following the results of the 55th EASC meeting, Arman Shakkaliyev, the Chairman of the Committee of technical regulation and metrology of the Ministry of trade and integration of the Republic of Kazakhstan was elected as the Council Chairman. The Head of Rosstandart Alexey Abramov and the CEO of Standardization, metrology and certification agency of Uzbekistan Dilshod Sattarov are to become Council co-chairmen.

The next EASC meeting is scheduled for November-December, 2019, in the Republic of Kazakhstan.
