RUSSIAN METROLOGISTS SHARED EXPERIENCE IN FLOWMETER SURVEY

REPUBLIC OF TATARSTAN, July 5, 2019 – Meeting of the Working group on flow measurement of the Advisory committee on weight and associated quantities of the International Bureau of Weights and Measures (BIPM) took place at the end of June in Lisbon. The senior research associate of «All-Russian scientific and research institute of flowmetry» (VNIIR) Ilya Isaev, the representative of COOMET TС 1.4 «Flowmeter survey» spoke about participation of Russian metrologists in international work.

Conducting key comparisons of the Advisory committee on weight and associated quantities, procedures of calibration opportunities recognition when conducting interregional examination, new methods of conducting comparisons – «hybrid comparison» and other questions of legislative and applied metrology in the field of flowmeter survey were discussed at the meeting.

The report on COOMET TC 1.4 activity within the CIPM MPA agreement was one of the meeting subjects. VNIIR was invited to participate in forthcoming key comparisons of the Advisory committee on weight and associated quantities in the field of liquid flow measurement.

At the same time in Lisbon took place the largest international conference on flow measurement FLOMECO 2019. Metrologists from more than 25 countries submitted about 150 reports. Ilya Isaev reported on the State primary standard of low-pressure gas consumption, its operating principle, calibration methods and international comparison. VNIIR leading researcher Alexey Shchelchkov reported on reversing gear contribution to the uncertainty budget of testing installations.

Experience, scientific and technical information exchange between metrologists, scientists and manufacturers of measuring instruments became the major result of the event.

 The federal state unitary enterprise «All-Russian scientific and research institute of flowmetry» (VNIIR) is the head research institute in Rosstandart system in the field of ensuring uniformity of measurements of liquid flow and amount, gas, gas-liquid streams as well as level and capacity.

 Euro-Asian cooperation of national metrological institutions (COOMET) is the regional organization originally establishing cooperation of national metrology institutions of the countries of Central and Eastern Europe. It was founded in 1991 and today is one of the five regional metrological organizations in the world. COOMET includes 21 countries and associated members: Azerbaijan, Armenia, Belarus, Bulgaria, Bosnia and Herzegovina, Germany, Georgia, Kazakhstan, Kyrgyzstan, China, DPRK, Cuba, Lithuania, Moldova, Russia, Romania, Slovakia, Tajikistan, Turkey, Uzbekistan and Ukraine.

 CIPM МРА is an agreement on mutual recognition of national standards and calibration and measurement certificates issued by national metrological institutes.
